Missing CD/DVD/Virtual Drive : "Windows cannot start this hardware device ……(Code 19)"

"Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)"

Device Manager -> CD-ROM Drive Properties -> Device class guid -> takenote of the guid

<Windows>+R -> regedit -> HKEY_LOCAL_MACHINE -> System -> CurrentControlSet -> Control -> Class

Look for guid from the previous step

Delete UpperFilters and LowerFilters and restart Windows
